This case was a challenge under CEQA and planning and zoning law to a hillside subdivision along San Pablo Ridge in the El Sobrante Valley. It was the second of a series of lawsuits challenging Richmond’s plans to develop the slopes of San Pablo and Sobrante Ridges.

The trial court found that the EIR for the project was inadequate. In addition, the court found that the project approval was invalid because the Richmond General Plan was inadequate because it was internally inconsistent in failing to correlate the transportation and land use elements as required under state law.
